In a bowl, mix together oat flour, protein powder, and salt.
Add peanut butter, honey, vanilla, and 2 tablespoons milk. Mix until a dough forms.
Add more milk 1 tablespoon at a time until the dough is soft and scoopable.
Fold in chopped Cadbury Mini Eggs.
Scoop and roll into balls.
Chill for 20–30 minutes to firm up.
